The problem
Evaluating construction bids and writing the Vergabevermerk are two separate manual workstreams for German public-sector awarding authorities today. Formal compliance, suitability, soundness, award criteria: every assessment must be documented to VOB/A, every decision justified.

zuschlagr turns evaluation and Vergabevermerk into a single artefact. The assistant proposes structured assessments along the VOB/A evaluation stages — every proposal is reviewed, every rationale flows directly into the Vergabevermerk. The award decision rests with the awarding authority.

We are looking for a small number of pilot partners, not a marketing wave. Public-sector construction awarding authorities that procure regularly and can invest a short pilot period together with us. The format: a first conversation, a clear pilot scope, mutual commitment.
